Phillips has filed his initial candidate forms with the Pasco Supervisor of Elections, officially launching an exploratory committee to pursue the School Board of Pasco County District 3. This filing marks the formal start of his potential candidacy for the August 2026 election cycle.  He plans to make a formal announcement soon.

Dr. Phillips' published research on artificial intelligence (AI) adoption in higher education institutions is currently the most downloaded work in the field. The findings reveal that AI is being adopted at a pace 2.34 times faster than traditional innovation benchmarks. Rather than institutional leadership solely guiding this process, AI adoption and diffusion are primarily driven by innovation vendors and the informal networks.
