Dr. Phillips, Ed.D., Educational Leadership and Organization Innovation: He specializes in the diffusion of innovation and generations related to artificial intelligence (AI) and quantum computing in educational institutions. His passion is optimizing and advancing global education, Government, and corporate operations through leadership and innovation.
Dr. Phillips' prestigious honors, awarded to only a small percentage of learners for academic excellence, include a Presidential membership in The National Society of Leadership and Success (NSLS), and by the United States National Honor Society Phi Kappa Phi, the nation’s oldest and most selective multidisciplinary collegiate honor society.

Dr. Phillips has been recognized with numerous prestigious awards for leadership and innovation throughout his career. His honors include Department of Defense Chief Information Officer Team Award for HR Architecture and Transformation, Department of Defense Arthur S. Flemming Award for HR Information Technology Innovation; United States Air Force Human Resources Manager of the Year Award; United States Air Force General Robert Dixon Human Resources Award for Leadership and Innovation; Headquarters, United States Air Force Lance P. Sijan Leadership Award, and the United States Air Force highest honor John Levitow Leadership Award.

The only true value we have in life is teaching others what we've learned. I focused my doctoral studies on AI and generations in education at the age of 58 because a long-time mentor, Major General Richard Carr, once told me that our only true value in life is to teach others what we've learned. My beloved mother, Lucrecia Ann Phillips (1935-1984), taught us, as young children, to share what we had with others; in my mind, knowledge and values are the most valuable gifts to share. AI will exponentially accelerate that process.

Dr. Phillips is an active member of Rotary International, where he contributes to community service and leadership initiatives. He serves as an AI subject matter expert for the Office of the Director of National Intelligence, sits on the U.S. Presidential IT Innovation Advisory Committee, and participates with the Presidential Transition Team. Additionally, Dr. Phillips serves on a congressional advisory committee, lending his expertise to national policy and technology initiatives.
Locally, he is involved with several environmental and community programs, including the University of Florida's Lakewatch Program (UF/IFAS), which promotes citizen participation in lake and water resource management, and the Pasco Coastal Improvement Council, a citizen-driven group dedicated to restoring and sustaining coastal ecosystems in Pasco County. Dr. Phillips also serves on the boards of the Veterans Advisory Council and Suncoast SPCA. He supported the recent New Port Richey, FL, 1922 Gulf High School Properties for Our Communities transition project, helping preserve the educational legacy and ensure connections to local culture and heritage remain relevant to current and future learning and social issues.
